With a background education in Business Administration (MBA) and Law, Ramsés is a +15 year security professional with deep expertise in the Risk Management and Governance areas. After being in CA Technologies for 8 years, being Regional Manager for SurfControl in Spain and Portugal, and just recently Chief Strategy Officer of the Security and Risk Management practice at Entelgy, Ramsés is now Security Strategist for Quest Software where he evangelizes the vision of the security discipline and oversees the deployment of services. Ramsés has been serving for three years in ISACA’s CISM and CGEIT Certification Committees. He is honored to have been the Chair for ISACA’s ISRM Conference and is now CISM Director at the Barcelona Chapter and part of the Program Committee for the events SecureCloud 2010 and 2012. Ramsés has played an instrumental role in the Planning Committee that has prepared first-ever ISACA’s World Congress in Washington, June 2011. He has also been part of the ISACA’s CISM PATF Task Force as well as he is serving in the Guidance & Practices Committee for third year from where deliverables are being created for the community. Ramsés believes that a revolution (rather than an evolution) is needed when considering the move from technology to enterprise risk and that the cloud dimension offers incredible opportunities for businesses today. Ramsés thinks that Governance is essential to facilitate innovation in this changing business environment and holds many certifications that combine different knowledge areas and broaden his vision on technology within the marketplace. Ramsés is a CISM (Certified Information Security Manager), CGEIT (Certified in the Governance of the Enterprise IT) and a CISSP (Certified Information Systems Security Professional). He is the proud owner of the SCPM (Stanford Certified Project Manager) from Stanford University, California, one of the first experts with the CCSK (Certificate of Cloud Security Knowledge) and also an ITIL and COBIT Foundations certified professional. He also develops results-oriented, business-focused, people-driven projects due to his Six Sigma Black Belt accreditation. He lives in Barcelona, Spain, with his wonderful wife and his two loved kids.
David Spiteri Gingell
David held a series of high level appointments with the Government of Malta which include Executive Chairman of the Malta Information Technology Agency; Executive Chairman of the Malta Council for Science and Technology (MCST); and Chief Information Management Officer for the Public Service. David played a major role in building an e-Government framework and e-/m-solutions which saw CapGemini, on behalf of the EU Commission, rank Malta 1st amongst the EU27 on e-Government implementation with regards to sophistication, complexity and breadth. David chaired a Cyber-legislation Drafting Committee which by 2001 led to the enactment of the e-Commerce Act; the Data Protection Act; and the Computer Misuse Act. David drafted the Government of Malta’s Information System Strategic Plans for periods 1999-2001; 2003-2005; 2006-2008; and was a research assistant to an Operations Review Consultant in the drafting of the first ISSP for Government: 1990-1995. Under David’s tenure as Executive Chairman of MITA, the Government of Malta won numerous awards and nominations under the ePractice.eu framework with regards to e-G2C solutions. David was appointed by the Minister for e-Government as a Commissioner on the e-Malta Commission where-in he played a key role in establishing public private partnerships on initiatives directed towards diffusing ICT across society and played a key contribution in the design of the second National ICT Strategy for Malta. Since 2001 David carried out numerous capacity building programmes on behalf of the Commonwealth Secretariat and the Commonwealth Foundation for ICT Development on National ICT Strategy design and e-Government design and implementation respectively in Azerbaijan, Anguilla, Botswana, Barbados, Cayman Islands, Estonia, Jamaica, etc. As Chairman of MITA David is proud to state that in 2003 together with the National Council for Persons with Disabilities he set up the the Foundation for IT Accessibility directed to improved the quality of life of persons with disability through ICT – to which he held the position of President, on a voluntary basis, between 2008 and 2010. In September 2008, David left government to act as independent consultant. In October 2011 he entered into a partnership with 6pm Holdings Ltd and Vassallo Group to set up DSG Consulting Ltd. David played a key role in the design and implementation of public service reform between 1990 and 2000 in his respective capacity as Director of the Consultancy Division within MSU Ltd and the Management Efficiency Unit within the Office of the Prime Minister.
